Building repair fund charges being collected without any quotation and no limit decided

Hello sir my society had decided to create a building Repair fund (for painting, renovation etc ) from october 2019 and are collecting a sum of Rs.3 per sqft every 6 months till now there is no quotation passed or shown to us they are just taking it no limit has been decided and the problem is in our society that no member is supporting us every member is behaving like puppet to the secretary, chairmen, treasurer. They are saying that we will get quotation after 2 to 3 years when we get a sizeable amount. They are saying if you don't pay the amount of repair fund they will charge interest on it please tell me sir what to do about it ?
