The line is not drafted properly so as to convey clear message.

The whol issue seems to be that Teachers are comelled to attend some event and NO attendace for the day shall be marked and the teacher that does not attend the event shall have to apply for CL and if CL is not applied it shall be marked as 'authorized absence': hence break in service.

In any case if called for official work it is attendance on work.

The conduct seems to be unfair and illegal.
