Birth certificate-not registered

Dear Experts, I am Satheesh Marichamy, born on 03-May-1985,in a village in Tamilnadu State.(Birth at our home)..Looksl ike my birth was not registered in the village (Conformed with my mother and village panchayath office).I would like to have my birth certificate.Please help me know the procedure to get it.

Note:

I have below set of documents to prove my date and place of birth (if required),

1. valid passport 
2. Voter Id
3. Academic records
4. Ration card on my mother's name,which has my name in it
