Sir,
I am from BIHAR
Is it mandatory for a 1978 born to have a birth certificate? I don't have birth certificate made till now. It was never asked and never made...
But, I have my DOB mentioned in my Class Xth Certificate and PAN etc.
I am not able to obtain Nationality certificate? What should I do.... (The SDO Office is reluctant to issue a Birth Certificate of long back)

Give a self declared birth certificate on the basis of ur class X certificate on non judicial stamp paper, get it attested from a notary / First class Magistrate for the purpose of nationality certificate. Who knows, it may work.
