Bbmp a khata

I am planning to purchase a plot in Kanakapura Road. It is DC converted site and BBMP approved, but he has not done A Khata and he has promised to get the khata done in 15 days. My question is:

1. Can we get get A khata done without paying betterment charges and will it be authentic?

2. They told BBMP stopped collecting betterment charges, however they can still give A khata, is it correct?

3. Is it safe to buy the site if we get A khata done and bank gives loan on that?
