Ats(agreement to sale)

Hello all 

The agreement to sale which is done on 100rs stamp and notarized by notary.Is it legal and valid?Lets say if after doing ATS in this manner and not doing ATS registered if the seller escapes from the deal,can the buyer file a case on seller to give double the amount of bayana on the basis of agreement to sale which is not registered in sub registrar office?

or vice versa can the seller forefeit bayana if purchaser want to escape from the deal on the basis of non-registered agreement to sale document?

question2:Whats the minimum value of stamp on which agreement to sale should be done in ghaziabad,UP and if some body wants to get agreement to sale registered,what are the charges involved ?
