Arrest warrant issued without summons being served

Dear experts,

For A1, summons is not served, but arrest warrant issued.

Is that legal? A1 never took a bail, since he is not in the country!!!

B/w or NBW will be issued only when the court gets confirmation on service of summons, it is upto A to prove in the trial court this deficiency, during recalling of warrant, or he can move appellate court against cancellation of warrant, as summon service was done in the first place.
