Allotment of bilanaam land

Hi,

We have land tile as Bilanaam on which we have house from last 32 yrs in Rajasthan. Now we want to allot the patta of this Land .

1) Is it possible ?

2) what are the supporting document required?

3) Alltoment will be land  by State Gov. or local Nagar Palika?
