Agriculture land

Hi,

My family owns a agriculture land in Karad, Satara district, Maharashtra from last 26 years which they purchased it from a retired Army Major who got this land from the Govt at a very cheap rate. At the buying time, it was informed to us that as this land belongs or comes under forest dept there are certain rules & regulations like-

1. The buyer will have to seek permission from the Pune Collector divisional office with a written application.

2. The buyer will have to pay 50% of the total purchase amount to the Govt in form of Nazrana payment.

My family agreed to those conditions and did the needful by paying Rs. 53614/- to the Govt. and bought this land in 1985. But the Pune Collector office again laid down the same above conditions for us, if we plan to sell the land in future. Currently from last 8-10 years we have stopped cultivating it as we reside in Mumbai and due to medical reasons cannot get into farming and wish to sell the same.

I need to clarify few doubts as mentioned below. Appreciate your kind advice.

1. Do we still have to seek permission from The Collectors Office?

2. Do we again have to pay the 50% nazrana amt to the Govt even after paid during the purchase? Why?

3. Govt has declared few days back about the change in law that any residential, commercial & Industrial requires to do any construction does not  have to change the Agri land into NA land as its a tedious process and lot of corruption takes place. Will this be beneficial to those lands where developement is allowed? How long it will take for the Govt to introduce this GR?

But the current status of that areabis developing, its no more a forest land? My neighbour has done NA of his land n others are cultivating sugracane.

Please help.
