Affidavit needed by goa university for issunace of duplicate degree and marks certificate

Sir, Goa University has prescribed to submit an affidavit (format we recd) as one of the requirement for getting duplicate degree and marks certificate. As we reside in Tamilnadu I am of opinion whether this affidavit should be executd in respective state stamp paper and attested by a Notary Public of that state only or executed in TN and attested by Notary Public in our home town will suffice.
