My dad purchased 1 flat at ulave, navi mumbai & we paid 95% of the amount of total cost. Developer has sent an 100% work done letter with OC issued by Cidco. In OC they(cidco) have mentioned that developer should approach to the executive engg. of water supply to get connection to our flat. But in actual there is no supply of water & light yet. from sources i found that extra 1 year period will be require for these fascilities to get completed.
-If there is no supply of water & electricity then is it true that the work is completed 100%?

-Developer is asking for taking possession of our flat and 100% payment .....in this state should my dad take possession of the flat or not ?
Also i heard that 3-4 months ago supreme court has taken decision to pay service tax by developers instead of buyer (house owner we can say)...if it is true then is it applied yet ......
