Transfer of case 138 to different state

Hello ,
I filed 4 cheque cases in tamil nadu district court.
It is in summon stage . Summons not received by complaintant and 1 year is passed . Magistrate not issueing warrants .

And i am getting transfered to delhi soon .
Can i transfer the existing cases to different district court as a complaintant ?
