How to attained munciple council general meeting if elected

My uncle is an elected member of municipal council. Sub Divisional Magistrate(SDM) has passed tadipar order against him for 1 year. Subsequently SDM also given letter to cheif officer munciple council that if memeber of munciple council cannot attained meetings for more than 6 months than his membership can be cancelled under Maharashtra munciple council act 1965 section 44(d).
