7 a pf case

Please advise me how to deal with 7A case for infrastructure Company. Liability may arrise in Crores for Principle Employer as Labour Suppliers & Sub contractors are not Paying PF for their labour as their Nature is Migrant & not permanant. How to tackle with PF Enforcement officer to reduce PF liabilty & get rid off 7 A with minimum Liability We are principle Employer Subcontractors & Labour suppliers had not paid PF for their employees
