Union Law Minister wants that for the posts of District Judges All India Judicial Services Examinations should be conducted. Primafacie it looks right. In fact, there are too many slips between cup and lips. 

1. Firstly in addition to other provisions in Constitution of India the Union govt. has to amend the Article 233 of the Constitution in this regard. 

2. These services are not like IAS or IPS or alike all India services that a boy of 25 to 30 is selected and appointed as District Judge. There requires huge experience on the judicial side. These posts are not administrative posts. A judicial officer who has put about at least 15-16 years is being appointed as District Judge from departmental services and an advocate who as in reality worked as an advocate is appointed as Additional District Judge. I am not speaking about nepotism or favouritism. 

3. Thirdly the state governments will have to give consent as such services are state services. 

4. Judicial officers of whatever rank are not Bade baboos and they have to do mainly judicial work. It is an experience that makes a judge a good judge. 

5. Now after Shetty Commission, fresh Commission should be appointed so that the Commission may submit a report. 

6. Will the government provide equal facilities to the members of the AIJS ? Services conditions should also be one and same equivalent to Union services of IAS?

7. A further Statement will be made as and when new points come in the mind. 

Let us see how far the government goes further in the matter.
