Transfer of the name of a deceased owner member of a chs, needs a resolution by the existing members

For smooth transfer of the name of a deceased owner member of a CHS, there is a need of a resolution by the existing members through a meeting by the existing members. In case some of the members are ignoring the call of the Secretary of the relative Housing Society and not responding. What is the option to transfer the name to Nominee of the deceased member.
