Is it legal khata issued by BBMP based on unregistered WILL, when all the legal heirs are accepting the genuinity of the WILL

Consult a local lawyer with the document of "unregistered will " to understand and analyse the local abbreviations/connotations used by you such as BBMP and local khata, proper guidance and proceeding.

Registered or unregistered, a will is treated as legal, unless specific dispute is raised about the involuntary will.

If all legal heirs have signed NOC and procedure of 'Testate Succession' of authority under whose jurisdiction property falls is completed and WILL is acted upon without any cloud on it then there should be NO pending issues................

The contention of purchaser is not sound.
Apparently he/she is no more interested to buy.

Check if your buyer would be satisfied; you provide legal heir certificate, death certificate, copies of all docs/forms submitted to said BBMP ( or certified copies acquired thru RTI route) and all legal heirs sign on sale deed as witnesses....

Your query is very vague.

Do you believe that the BBMP would be issuing illegal khatas and is authorised to do so? However, if you have any doubt, you are free to get the khata cancelle and then start hankering after the authorities to get a khata that you may believe to be legal?

If there is any truth in truth in your story that you have the property to sell and have the BBMP Khata, better find another buyer, who can take your khata as legal.
