Not received marksheet and certificate despite various calls

Sir
I have completed my MSc from Madurai Kamaraj university in distance.
Despite results announced and already one year passed. They are not sending my marksheet and certificate.
I am calling them almost daily and written email regarding issue many times and also registered grievances.
But didn't got any response.
Now I want to take legal action against the university
Please advise what to do and what will be the jurisdiction and time taken in disposal of this type of case

Issue legal notice for issuance of marks sheet as well as degree within 15 days of receipt of notice followed by a suit for mandatory injunction.
Or
File a writ of mandamus through a local lawyer.

They are not listening anything, always telling call after three days or call on Monday.

Thanks Vashista Sir for your valuable advice, but I have appeared in all exams in Visakhapatnam( my study centre), now I have shifted to Lonavala Maharashtra. Can I file the same thing from lonavala or I have to go back to Visakhapatnam. I have all proof that I have tried to contact them very often.

What is the system in vogue? It may be that the University is providing the mark sheet through the concerned educational institution. Pl. verify.

Okay, but atleast they should respond, either issue or refuse stating some reason. I can pay the fees and willing to re write the exam, but must receive some response from their end

Have you changed your address in the university records?
If possible visit personally and get the actual position / reason.
