I have heard about the famous saying " Let a thousand guilty get away but let not one innocent be punished".

1. Is it only a saying or it mentioned some where is IPC or in Indian Constitution.

2. If it is mentioned somewhere, please give me reference link citation.

Are you sure to get any benefit of the saying, when there is another axiom that can go against this saying, "might is right"?

There is no automatic system to identify an accused as innocent. An accused, whether guilty or not guilty, the judgment depends upon production of proof before the court of law. The legal system is driven by evidence/proof. You must remember one thing, if you do not have any proof of your innocense and opposite party prevails in the case, you can be declared as guilty.

It is not understood, for what purpose you want citation unless you have any problem, which you have not stated yet.

Moreover, the exact axiom is, "it is better that ten guilty persons escape than that one innocent suffer."

Its only for academic purpose.
This axiom is widely used and many people think and even claimed the Indian judiciary working on this foundation. But I did not find any citation in internet.

Citations are not based on axioms. You can't find any citation based on personal views of the English jurist William Blackstone in Commentaries on the Laws of England, as published in the 1760s.
