Registration of non registered flat

My father passed away last year.My mother inherited flat.For some reason registration of flat was not done by father.Is there any way to register it now?
It is a resell flat.Seller of flat is not in contact.

If registration was not done then what about the sale deed?, was there any sale deed at all? You may contact the vendor and get the sale deed executed in your mother's favor atleast now and get it registered.

Sales agreement is there.Stamp duty is also paid.I want to know procedure as both parties on agreement are not present.

Why are stating that the flat is not registered when you says at the same point of time you are saying that deed is there.

it appears sale deed has been duly stamped but not registered .please note that registration can only be done within maximum period of 8 months of execution of sale deed.

How to register as both parties mentioned on agreement are not present(my father and seller)?.
Local consult said that it not possible to register as seller is not avaliable.He said that when society will complete conveyance deed registration will be done with that so no need to do it now.
After doing bit of google i found that conveyance deed requires registration no.

Consult a local lawyer for bringing the LRs of the deceased for a fresh agreement/ sale deed and then get it registered.
Un-registered sale deed and agreement to sale between the deceased is invalid.
