House owner not returning deposit

Hello,
I am staying in Newtown,Kolkata. I shifted here in Feb 2014 rented 1bhk flat(LIG-1G) in Greenwood Park extension society from 15th-feb 2014.My owner,Mrs. Shipra bakshi lives in Mumbai.I paid INR23,500
towards 1 month deposit and 1 month 15 days advance rental.Monthly rental asked was INR 11K for 1bhk,which was quite high as in 11K in same society rentals was for 2bhk.Owner handed over the house in very bad condition, no wall paintings,bed in broken conditions and leakage in bathroom.After i shifted-in i asked owner to give me rent-agreement and she said that she will be coming in a week and will give rent-agreement and get house painted and other problem would be sorted out.Even after waiting for week she didn't turn up and this went on for more than 10 days.As i realised that she is not wiling to do anything and feedback from neighbours about her,i gave her notice of vacating house. I told her to adjust rent in advance which i paid her.She agreed and said she will hold 2k towards electricity bill,which i never received.I agreed but till now she hasn't paid me remaining amount and today when i asked her for amount she started threatening and abusing me. It is really annoying that just for small amount she did all this.My concern is more about the way she treated me rather than about money.
I would really appreciate any help on this matter and suggestion for way forward.

You better shift to another house. there is no point to take hassles of legal route for mere rs.2,000/-.
Another option is to over stay to adjust that money.

If that money is not a botheration, do not enter into unnecessary litigation and loose your peace of mind.

You can definitely demand your deposits back from the landlord by issuing a legal notice through a lawyer but lawyer shall require more amount than the actual loss.

You may stay in the premises till your rent is adjusted. Litigation for this small amount is not recommended.
