How to get unmarried certificate? Who will issue it? What is the procedure to apply the unmarried certificate in India? and what document required for it?

Perhaps virginity certificate might be issued by a Doctor.But i do not know the statute that authorizes some one to issue 'unmarried certificate' and for sure it MUST NOT BE.

Sikkim government's official web site given below issues such certificate:

But you have to confirm from which state you are, even the following link will help you:

This service facilitates to get Marriage-ability Certificate/Unmarried Certificate. This certificate is issued by the District Magistrate. After approval of this application, No Objection Certificate is delivered to the applicant at counter no. 14 within 45 days of the submission of application.
Documents Required
Applicants should submit application with documents as below –
Affidavit from parents (Joint)
Affidavit from Sarpanch/Namberdar/MC
Attested Copy of Ration Card
Birth Certificate of person for whom marriage ability certificate is being applied.
Passport copy attested
If applicant is living abroad then it is mandatory to submit power of attorney in favour of whom submit the application (applicant must be blood relation)

Process Flow
Step 1. Applicant goes to submit his application with proof in any one of the Counter No's - 1(Only for Senior Citizen and Women),2,3,5,6,7,8 and 9. and pay suwidha fee.
Step 2.Then document is sent to MA-I branch by Suwidha Employee for further necessary action.
Step 3. MA-I branch sends the application to related area SDMs for verification. After receiving the verification report, file is sent to District Magistrate for approval and certificate is signed by District Magistrate.
Step 4.Then after the Certificate is delivered to the applicant at counter no. 14 within 45 days of the submission of the application.

I understand that for getting married in some foreign countries the bride and groom need to submit unmarried certificate before the registrar. This is not applicabe in our Country.
