No deposit demanded by the landlord for residential house

when i am looking for the Leave and Licence residential premises, Landloard do not want deposit from the prospective licensee.why he denies? what is the legal point will be hidden if he will take the Deposit?

he must be wanting more license fees or rent . not many prospective licensees are able to afford heavy deposits

It depends upon the landlord. If he refuses, may be he has a reason for it.
