Without court permission got renewed passport

A person have 498a, Domestic voilance , Crpc 125 and MC cases in India, He came to India on 21st September 2016 at that time air port police arrested him because LOC was on him and produced before 2nd ACMM Court Bangalore that court granted bail him. He got renewed his passport and did not disclose the pending criminal cases on him before passport authority. He left India on 23rd November 2016 to USA and LOC is countinuing on him even though he manipulated and went.
Can he get any punishment for these illegal activities?

ALTHOUGH LOC WAS ON HIM HE GOT BAIL FROM A COMPETENT AUTHORITY GOT HIS PASSPORT RENEWED AND LEFT FOR US. THE Indian AUTHORITIES SUCH AS MINISTRY OF Home Affairs or.MHA THROUGH Indian embassy may send NBW against him and brought back to India and prosecuted and punished for leaving the country without court permission by suppressing the facts of pending matrimonial cases including section 498 A against him as LOC was or Look out circular was on him.which is issued in case of suspect or serious offender.
