Penalty on dustbin

In our A.G.M the society committee members decided that those who are working both husband & wife leaving house before 10 am must not keep their dustbin outside the flat.
They should put their garbage in common dustbin kept at ground floor as the sweeper comes after 10am. and if not done so, Society will charge penalty.
Is it correct? Please explain

It is advisable to abide by the decision without arguing right or wrong.The aim is to keep thelace clean and tidy,for which everybody should cooperate.

Mr. Isaac Gabriel it is fine that place which we live should be clean & tidy but we are staying at 5th floor that means everyday we have carry our garbage i the morning and for those who are at homes Sweeper will carry their garbage from home.
Then my question is
1. why this rule only for Working Class Peoples or why this rule is not same for all?
2. then why sould society appoint Sweepers

ridiculous rule . you would naturally keep your dustbin out if sweeper does dont take the garbage before you leave for office .
ask the society to change the sweeper to hire a sweeper who comes at 8 am rather than imposing penalty on members

The Mg.Committee AND/OR the General Body of a Coop. Housing Society, have no lawful jurisdiction to frame rules and penalties. This will not be tenable during "recovery proceedings" before the Coop. Registrar .OR. a Coop. Court.

Ask the society to manage the garbage collection 2-3 hours before the present time instead of imposing penalties.

You are welcome for your appreciations. You may adopt a resolution against this decision in the next meeting or write to the secretary jointly by combining other like minded (affected) members to protest against this unlawful and atrocious decision by the committee.
