Payment not made despite having document us

Dear sir ,
My father had completed one contractual work in the office of superintendent of police department in the year 1996 but only some amount of money was paid to my father but remaining amount is yet to be paid but know several letters were sent by my father for the payment from the department but no fruitful response was received from their end at last my father was forced to file RTI application in 2016 on the above letters following which we got response from the department that though the claim is genuine the office of the superintendent of police has records only till the period of five years beyond that no records are in the office when all the bills and documents are genuine how to get the payment from the department when it is a accepted fact that it is their duty to do the payment

Your father has lost his legal right to recover the due payment as it has been now time barred.Your father could have recovered it legally within three years from the date of either completion of construction of work or from the date of last payment made to him by department.

The claim is time barred.

The department is of police and they have already informed that they are having no record.

Though the chances are remote, your father may approach higher officials.
