Marriage Registrar.

Advocate M.Bhadra (Expert) 14 April 2014
Without presence of her in India you can not marry her.In the instant fact, the Special Marriage Act, 1954 which has been specially made for solving all these legal formalities one may face in future is avoided by most of the people because a month's notice prior to the marriage is mandatory required. It’s not only the Indian government for the purpose of her stay Visa or PIO( person of Indian origin) card in India but for your immigration as a family any where will be acceptable without a doubt by any government of any country. The Civil Marriage & the enactment under which it is performed i.e. for India the Special Marriage Act, 1954 in India & the Foreign Marriage Act, 1969 in any foreign country are the best form of marriage. You should get married with her under this Act only. Let her come on Tourist Visa for at least 6 months, one her arrival itself give notice for this marriage under the Special Marriage Act,1954, after one month anytime within 3 months go & get married to her, the marriage officer will issue you a marriage certificate.
