Delivery of unregistered vehicle

Hi
We have purchase a bs-3 vehicle on 31st mar 2017 and received possession but the dealer has forgotten to apply for temporary registration and now it is not allowed to apply for registration as per supreme court decision.
Dealer has agreed to exchange the vehicle initially and now he is saying that he is not responsible for registration and advising us to use the vehicle without name board which is legally not permitted. Can we file a case against him. I strongly believe that the dealear should not give possession before apllying for registration
Can someone please help me on this

Conditions of sale need to be referred. You can file complaint with consumer forum if there is deficiency of service.

Move to Consumer Forum for deficiency of service of the vendor. You have no alternative but to park the vehicle till registered with authority.

Whether RTO has rejected your application for registration of vehicle, in writing? If so, file a writ petition through a local lawyer.

It was an agreed fact that the vehicle under BS-III is not permitted to be registered with effect from 01.04.2017, hence the dealers were trying to push their sales somehow by cheating or otherwise on 31.03.2017 itself. This fact was known to the buyer who had opted to buy the vehicle at half price offered on that day.
The intelligent buyer should have pursued the matter with the dealer for registration that day itself and should not have been so carelessness.
The case before consumer forum also may not maintainable at this stage.
