1. Is a statutory body charging fees for issuing/ granting or renewal/ resumption a license "SERVICE PROVIDER" under Consumer Protection act?
2. Is there any ruling to support this proposition?

'Deficiency of service'falls within the ambit of the consumer protection act.You need not
go in for searching the ruling if there is deficiency in service by the service provider.

1. Without knowing the complete facts, it is difficult to advise properly,

2. Charging of processing fees for issuing/ granting or renewal/ resumption of a license may not make an organisation liable to issue/renew a license,

3. Hence, on the above account the said organisation may not fall under the definition of 'Consumer' as per the relevant Act.
