Can i initiate a pil

I am a novice in the field of law.Today I am here after reading a news article that around 20 children have lost their lives in a tragic train accident in medal district of Telangana.The authorities are blaming the driver for negligent driving,who himself lost his life.But I want to know are not the state authorities share the responsibility for not removing unmanned railway crossing,whose work is stll under tunnel.And also the railways for not following regular procedures of slowing down while crossing an open crossing.
For the negligence of the administration innocent children have paid the price.what can I do to demand appropriate action so that we don't see such incidents in the future.

Yes, you being a citizen of this country can file PIL so all unmanned crossing can be replaced by manned crossing.

with help of senior lawyer.
