SIR,
my birth date is 1.6.1991 i want my birth certificate how can i get it. local authority
means my village accountantsai me that i cannot issue bith certificate to u directly.

How did you come to know that your date of birth is 1-6-1991? Presumably it is correct then,
You can obtain the certificate from Registrar Births and Deaths.

If you don't have any records,you need to apply from the court.Presumably you need it for getting Passport.

Find out the place where the birth and death records are kept for your area. Apply the authority and get the certificate issued.

If the birth was not recorded, it can be recorded after a procedure and payment of late fee or from orders from the court. If so, consult local lawyer.

If your birth was not registered with the concerned birth and death registration authority at the time of your birth, the said authority will refuse to register the same now due to its belatedness. Hence alternately, you can approach the court with an application seeking direction to the concerned authority to register the same now. You may take the help of a local lawyer for the purpose.

Whether the birth is registered or not? If registered what is the problem for the village assistant to give the birth certificate on application?
