The Prime Minister, Shri Narendra Modi, made a number of announcements on consular and visa issues during his address at the Madison Square Garden in New York City on September 28th, 2014. The Union Government has moved swiftly to implement these announcements.
 
According to a Gazette notification issued on September 30th, 2014, all PIO cards are now valid for the lifetime of the cardholder, instead of 15 years. This effectively fulfils the Prime Minister's announcement that PIO cardholders would enjoy a lifelong visa to India.
 
Further, following the Prime Minister's announcement that PIO cardholders would be exempt from police reporting, the Ministry of Home Affairs has issued instructions through the same Gazette notification dated September 30th, that PIO cardholders would not be required to report to a police station even if their visit to India exceeds 180 days.

Fulfilling yet another announcement made by the Prime Minister, instructions have been issued to Embassies and Consulates that unless there are exceptional circumstances, visas to US nationals should normally be given for 10 years.
 
Systems are in place to introduce visa on arrival for US tourists in October itself.
 
The Ministry of Home Affairs is working on a new scheme that will merge the PIO and OCI schemes.

Emotions do not work in conferring citizenship. You only sent your citizen for some gainful employment for your selfish purpose of state. when in honor of his services in the host country he can get citizenship that does not mean he loses his parent citizenship like in adoptions. so government granting dual citizenship to him is no big charity but it is the bound duty of the parent state is the sense and sensibility concept doctrine, under constitutional law, after all that person too was a voter in the parent country by virtue of his basic right of citizenship!

Law is not not absolute as every law any law maker makes is what that law maker thinks right, after all law making is a perpetual continuing process s a factum, so U S Sup ct judge William Benson said..'Law is not an end in itself.It is preeminently a means to serve what we think is right.' so it means Justice delivered on the basis of such law leads the humanity towards some peace,harmony and equilibrium in human affairs. Permanent citizenship conferred is called or may be termed as dual citizenship under Art 5 of the constitution of india if there are no impediments under that Article if impediments then constitutional amendment need be made is my opinion. 10 year visa rule being universal there is n need of any constitutional amendment needed!
