Wrong age in 10th certificate is leading to early retirement

My father is working as an Electrician in Singerini Colleries,AP.He is  53 years old. But according to his 10th class certificate date of birth, his age is 58 years old. Because of this, he has to retire in 2 years and will be losing 5 years of service.

He consulted a lawyer and he told that the age in 10th class certificate counts and there is no other way.

Is there any way he could submit the correct age certificate and extend his service. If yes, how can such a age certificate be obtained from government/private hospital?

Has he got any other authentic birth certificate like extract from birth and death register maintained by the concerned registry at the place where he was born. Does the birth certificate mention his parents' names and his own name. Most often the name of the child born would not be mentioned. In such a case the birth certificate will not be. Even if everything is alright it is an uphill task to change one's date of birth once it is recorded and accepted by the concerned. How there is a difference of 5 years? At the 10th class one will be very young, say 14 or 15 and if the age had been given as say 19 or 20 one can easily make out by looking at the face of the boy. Also why your father waited till the age of 53 to realise the mistake?

In India as proper birth certificates are not available, mostly DOB recorded in the school leaving certificate is accepted as authentic. The American consulate does not accept even school leaving certificate. Original birth certificate with the name of the person entered is insisted upon in order to obtain citizenship.
