Whether photocopy amounts to hearsay evidence?

Documentary Evidence are either private documents or public documentrs and in either case it has to compliy with the law of evidence before they are admitted on records as evidence. Now, when a documents are submitted in the court or Tribunal  without complying with the rule of evidence it amounts to hearsay evidence, do you agree? If it amounts to hearsay evidence, is it competent for the court or Tribunal to act and passed any Order on the basis of  hearsay evidence? Please share your  valuable views.

Kindly elebroate your query, documentary evidence is the either primary or secondary evidence. Further it is not clear to me what rule of evidence you have not complied. Further if you do not have the original documents with you and you submitted the photocopy of the documents, then taken as secondary evidence with the leave of court , which should be corraborated with other documents.
