Up gangster act

Is a single case filed under section 420, 467,468,470,471 IPC and 43,65,66(c) and 66(d) Information Technonlgy Act against the accused persons sufficient to invoke the proceedings under the UP Gangsters and Anti Social Actitivites (Prevention) Act 1986? The Act has been enacted to make provisions for the prevention of, and for coping with, gangsters and anti-social activities and for mattersconnected therewith or incidental thereto. Nowhere the singular form of activity has been used in the Act.
