if somebody makes a pan card submitting false dob and proffession(though he already has a pan card).Is it a offence?If so,please let me know where to complain?

It is an offence and you will liable for a fine of Rupees 10,000.
You have to immediately surrender your duplicate PAN & inform accordingly yoy A.O.

Yes,
Having two pan card, or applying for two pan card is an offence by a person (ie individual, company etc) , will liable for penality of Rs. 10000
If you have two pan pls return back to NSDL
