Transfer of heridatory muthwalli from father to son

My father was a muthwalli of one dargah after death of my father I have filed a application for transfer of muthwalli from father to son in the year 2015 but the the wakf board yet they have not transfer said appointment which case should i file on wakf board

suit for declaration ,you have the right to succseed

If you have right then you file suit for declaration in competent court of law making them as parties in civil court.
