For legal heir certificate you have to apply in the tehsildars court , you have to apply by making an application in which you have to give complete information of your fathers death , name , age , relation , marital status, addresses of the legal heirs , attach death certificate of your father, address proof, affidavit with the application and submit it , within 15-20 days you will get it and then apply for mutation , for succession certificate you have to file petition in civil court .

In my opinion, the legal heirship certificate issued by Revenue department should suffice your requirement to mutate the property, transfer of name or to partition the same among yourselves.  Hence you may go ahead with the help of the legal heirship certificate in your possession, in case of any further problem, you can file a petition before the concerned court seeking succession certificate.
