Sub-Registrar offices

applying for E.C (encumberance certificate) at the sub-registrar's office is the way to know if any lein has been created on a particular property through a sale deed?

However, if a property has been sub-divided and one portion is sold, the seller retains the other portion and the parent document, and if he creates a power of attorney in someones name-registered in same SRO, in that case how to find out any (copy documents pertaining to) POA has been created by the seller? because in E.C. POA will not be reflected; only when the sale is made the E.C will reflect the Executants as the power agent along with the original owner. So how to get a copy documents of POA from the sub-Registrar office.
