Society noc for leasing

I own a flat in Mumbai which is leased to a highly educated family. At some point in time, the tenant and the society secretary had an argument because the society members were parking their car illegally and when the tenant parked in the same place they misbehaved with him. The tenant took the society secretary to the police station where the matter was resolved.
 
Now the society is refusing to issue an NOC when the lease is up for renewal and they are obviously trying to create multiple wrong reasons for refusing the NOC. Its a small society with 12 apartments with people who have been staying together for 7 years as opposed to my flat which was never occupied by myself. They can get a majority vote to get any kind of rubbish passed.
 
I really like the tenant and would like them to continue. Could you please help me with the legal options available to me.
