Shares held by the Custodian of Enemy Property,

I have been approched by my client Mr. Afjal whose relative Mr. Wasim is staying in Pakistan. Wasim's father Mr. Alimohmad had purchsed 50 shares of CIPLA limited in the year 1945. The compnay allotted him 21 shares more as a bonus share in 1948. At the time of migration Mr. Alimohmad went to Pakistan and settled there. The Total share as of now are 93100 held by the Custodian of Enemy Property, Ministry of Home affairs, Govt. Of India Under The Enemy Propery Act 1968. Mr. Alimohamad died in 1986.

How can I help my client to get the shares in the name of legal heirs of Mr.Alimohmad and then redeem the same.?
