Can major penalty of compulsory retirement under CENTRAL CIVIL SERVICES (CLASSIFICATION, CONTROL & APPEAL) RULES, 1965 be imposed on an employee for charges of reaching office late for 2 months?

Not in the first insatance.If he is regular defaulter,it could be enforced and major penalty of compulsory retirement could be ordered.
