secretary harrasing

our society is so far not a registered one.Do we need an NOC in that case if we want to rent it out or sell it out.also secretary of the society is not letting us clean terrace saying it is the rule he has made and same with the car washing .He is doing this only with us and not discussing any of these things in the meetings.how can we stop him doing so?

Unregistered society has no powers to  issue any directions.  Approach builder to form a society.  If he refuses and more than 4 yrs have passed since your possession of flat and if more than 60 percent of flat owners are willing to form a society then approach directly to cooperative department for registration of the society without builder
