Is there any provision or law or rule under which We can rejoin our job contract in government institute after resignation and being relieved by authorities

If it is a 'contractual job', you will not be able to do it.
However, if it is a regular government service, and if you have resigned and got relieved, then within 90 days you can apply for withdrawing the resignation. Whether to permit such withdrawal ot nor depends on certain Conditions. I am not getting into those details, as your's is a Contractual job, and not a regular government service.
