Registration under West Bengal Apartment Ownership Act

I have recently purchased a flat  (repurchase) in South Kolkata. This flat was mutated in the previous owner's name but I have not yet done mutation of flat in my name. The flat is over 25 years old. The Tenants Association of the building where this flat is located are trying to get it registered under the W.B. Apartment Ownership Act. The original promoter of the building who heads the Tenants Association wants me to furnish a copy of my Registration Deed to him so that when registering the building under the Apartments Act he can register my flat directly in my name. He says if that is done I do not have to go for separate mutation.  Registration of the building under W.B. Apartment Ownership Act is not yet done but is in progress and expected to be done within next few weeks.

Please can someone advise me whether:

1 It is ok to give copy of Registration Deed to the promoter?

2 Is it correct that if the building is registered under W.B. Apartment Ownership Act then I do not need to go for separate mutation in my name?
