Registration of Flat & UDS

Sir,

While buying a flat only UDS land registration is enough? my builder said no need to register flat .UDS registration is enough, is this right ?

Any immoveable property worth of more than Rs.100/- transferred to any other person by way of any mode i.e., lease, sale, gift etc., are registration is mandatory u/s 17 of Indian Stamp Act.
