Registration of a institute

Iam planing to open skill development technical training institute but I don;t know from where i will get the authorization so that i can issue the valid certificate. if possible please help me

There is a institute Indira Gandhi training centre. It is organized by National Education Devlopment Centre (India). 

That explains his firm's governmental institution and register under the Rastriya Vikas Samajik Sanstha  . What is the Rastriya Vikas Samajik Sanstha  . I have received no information to date about the institution.
