I am working in a central university.Now, university has made a commitee of all DEAN(faculty) and passed a circular to all non teaching employee that university will issue NOC or forward application to other organisation only to 20% of employee varying from department to department and 1 employe can apply for such issue NOC or forward application 4 in a year on a interval of 3 months.
Sir, may this type ruled can be imposed on us.Is not a voilation of fundamental rights because it prevent us in our career progression.
