To whom should I ask for the quantum of seats / Berths reserved for each trains for the quota enumerated in the railways official website :

I am specifically interested to know for Train No 12704 Falaknama Exp departs daily from Secunderabad to Howrah. And I would like to know how those quota were filled without surrendering till 4 hrs prior to departure of the train to general category to allot those to wait listed passengers.Will the railways provide me the names and contact numbers of the passengers who travelled against each quota other than general, ladies and Tatkal quota? What could be their defence to deny me the info. I need it for a specific date i.e 23 Apr 2012. I booked two tickets in 3A on 22 Mar 2012 wait listed at 36 /37 but could end at 16/17 on 21 Apr 2012. On 22 Apr Tatkal started and the website was generally clogged. It went on issuing wait listed Tat kal tickets who are then given preference over the allotment .A total chaos. And I wish to take the Bull by the Horn .
I do not know why Youth For Equality do not protest against these quotas?
