Question on rti - grama natham land -

hi,i want to file a RTI to get some details about a grama natham land near chennai,tamilnadu. i tried filing RTIs with panchayat office, and taluk office  but no replies and  doenst help.

want to know the highest department that controls these department and i was told it is the Secretariat.is this right? can i file RTIh with the Secretriart of tamilnadu to get the required details.. is Secretariat different from collectors office?

If you have filed an application under RTI act and did not get any response from the authority, you may file an appeal to the next higher office of that authority.  Dont go to the top brass straight away.

as i understand from my past experience, PIO and first appellate office go hand in hand and doesn help..and i thought  instead of moving it to SIC and waiting for the process, i would rather file a  RTI with the top brass..atleast some PIO has to come out for this RTI.

If you get an unsatisfactory reply or a reply that warrants action against any servant in the Department you can write to the higher up. But if you get no reply at all. first follow the RTI Act route, before exploring other things.
